Replacing or relocating a device on an existing circuit, yes. Running a new circuit from the panel is licensed electrician work. You will be told which one your job actually is before anyone commits.
If the box is fan rated, yes. A lot of Phoenix builder boxes are not, in which case it gets swapped for a fan-rated brace box and that is quoted with the fan.
Usually a failed device after years of garage heat, or moisture on an exterior circuit. Swapping the device is a quick fix. If a brand new device trips again, the circuit itself needs an electrician and that is where it goes.
Usually it is a bent blade bracket, a loose canopy or an unbalanced blade set, all fixable in one visit. If the box itself is loose in the ceiling, that gets fixed before anything is re-hung.
